Mr. Jone Siegfred L. Sepe is a Certified Hospital Administrator and seasoned leader with over 30 years of experience in corporate leadership, healthcare, logistics, and public service. Currently serving as President and CEO of Ramiro Community Hospital since 2020, he is recognized for his strategic vision, patient-centered leadership, and commitment to institutional excellence.
Mr. Sepe brings a rare blend of corporate acumen, public service, and entrepreneurial spirit to the healthcare sector, driving innovation and quality care at Ramiro Community Hospital.
Maico P. Mapula, DM-HRM, MAN, RN, LPT
Human Resource Manager
Dr. Maico P. Mapula brings a unique blend of clinical, academic, and managerial expertise to his role as HR Manager at Ramiro Community Hospital, which he has held since October 2020.
With over a decade of experience in healthcare, education, and HR leadership—including roles at Vicente Gullas Memorial Hospital and Allegiant Regional Care Hospital—he fosters a culture of professionalism, empathy, and performance.
Dr. Mapula aligns strategic HR practices with clinical insight, advancing the hospital’s mission of people-centered care.
Kazan Benigno S. Baluyot, MD, FPCP, FPCC
Chief Medical Officer
Dr. Kazan Baluyot has served as Chief Medical Officer of Ramiro Community Hospital since September 2024, bringing over 20 years of experience as an internist and cardiologist. Known for his clinical excellence and compassionate leadership, he champions the hospital’s mission of community-centered quality care.
He is also active in various professional and civic groups, including the Philippine Medical Association, Philippine Heart Association, and Rotary Club of Tagbilaran. Dr. Baluyot’s strong clinical foundation and commitment to service continue to advance the hospital’s standards of patient-centered care.
Cirilo C. Franco
Chief Financial Officer
Appointed in March 2024, Mr. Cirilo C. Franco brings nearly 40 years of experience in finance, operations, and strategic management. Before joining Ramiro Community Hospital, he served as CFO of St. Elizabeth Hospital and held key finance roles in the Coca-Cola system and Century Pacific Agricultural Ventures.
At Ramiro, he ensures financial sustainability through strategic resource management, supporting the hospital’s mission of delivering quality, patient-centered care with integrity and accountability.
Engr. Ryan R. Mante, RME
Facility Head
Engr. Ryan R. Mante, a licensed Mechanical Engineer, joined Ramiro Community Hospital in January 2025 as Facility Management Head, overseeing critical infrastructure and engineering operations.
Previously with Toyoflex Cebu Corporation (2018–2025), he advanced from Associate Engineer to Supervisor of Utilities & Infrastructure, gaining expertise in HVAC, power systems, water management, and safety protocols.
An active member of PSME and the Philippine Integrated Fire Protection Organization, he ensures a safe, efficient, and compliant environment for all hospital stakeholders.
Flaviano S. Tampos Jr.
Systems, Process, and Technology Head
Flaviano S. Tampos Jr. serves as the Systems, Process, and Technology Head at Ramiro Community Hospital since March 2024. With over 20 years of expertise in systems optimization, process improvement, and technology integration, he drives in advancing the hospital’s digital transformation.
Mr. Tampos led major SAP rollouts, SOX audits, and process standardizations, aligning technology with operational and compliance goals.
At Ramiro, he now drives innovation, strengthens internal controls, and ensures efficient, tech-enabled systems—supporting the hospital’s commitment to quality, patient-centered care.
CLYDIN ABIGAIL RAMIRO-SAPONG, MBA Project Management Officer
Ms. Clydin Abigail Ramiro-Sapong is a seasoned healthcare leader with 25 years of experience at Ramiro Community Hospital. A Psychology graduate from Silliman University, she began as an Information Attendant in 2000 and has since held key roles including HR Director, Materials Management Director, and Procurement Manager.
Currently serving as Project Management Officer since October 2023, she leads initiatives that enhance hospital services and infrastructure, fostering a patient-centered and healing environment. Her broad experience and strategic leadership continue to drive innovation and operational excellence within the hospital.
Mary Rose L. Batoy, MAN, RN
Chief Nursing Officer
Mary Rose L. Batoy is a dedicated nurse leader who rose from staff nurse to Chief Nursing Officer at Ramiro Community Hospital, known for her clinical excellence and compassionate leadership.
A magna cum laude graduate of the University of Bohol, she holds a Master’s in Nursing, major in Supervision and Administration. She served as Treasurer of the PNA–Bohol Chapter (2019–2024) and is an active member of the International Academy of Medical Specialists.
Ms. Batoy fosters a culture of excellence, mentorship, and patient-centered care within the nursing team.
